Lights facing into traffic, drove southbound 22-01 at about 8-9pm and the lights were very distracting

Whilst you (National Highways) are not primarily responsibl for the rugby club in question, you are responsible for ensuring the safety of your road users on your network including hazards caused by non highways means that directly impact those on your network and should have responsibility to inform the rugby club to resolve the hazardous issues that there bright floodlights are causing with the motorway traffic instead of just waiting until a fatal occurs like you usually do. It's joint responsibility and it is a defect because it's a risk to life, meaning anything that is a blockage or health and safety hazard to motorists or other road users and that will often mean equally jointly between you and local councils or owners of rugby clubs or other venues adjacent to your road network.
