Crash Barrier Issue...

I believe I photographed this last October while sitting in stationary traffic on the slip road for J29 of the M1, heading for Chesterfield. I'm no expert, but I'm guessing this is like a crumpling crash barrier designed to fold up on impact with a vehicle. It looks like it has been used and has been coned off. I drive past here fairly regular and it looks like it is still 'as is' ...I'm guessing it wont work so well if someone collides with it again? But hey, I'm no expert, maybe all is well. But I might suggest someone takes a look just in case? :-)
