Disgusting flytipping and human waste all over-the surrounding area. This is a serious health hazard and the lay-by..southbound needs to be closed. I don't know about the northbound one..probably the same.

The responsibility for this issue, on this road, is that of Canterbury City Council.
Could we please ask that you contact them to resolve. Under the Environmental Protection Act 1990, it’s the responsibility of the local authority to keep all roads clear of litter. This excludes motorways and special roads such as bridges or tunnels, which National Highways keep clean.
We at National Highways work closely with councils to ensure litter picking is coordinated with other highway maintenance works and help them best utilise any traffic management we have in place which allows them to work safely on our roads. We’ve continued to carry out our own litter picking across our roads to assist local authorities in managing their responsibilities including layby picking.
