Lay-by litter

Sent to National Highways less than a minute later. FixMyStreet ref: 3160097.
Heavy littering in this lay-by and further lay-by’s south bound between here and Stamford to the south. Bins are emptied but clearly can’t be bothered to pick up the massive amounts of discarded rubbish. Mostly likely because of the bins overflow / fall over. Please complete your reponsibilities.

This was directed to Highways England by fix my street. Highways say the A1 motorway is not their responsibility, it’s the council. The council say it’s Highways that are responsible. So end result it no one looks after it, so now this road ends up as a junk yard, litter and everything else just laying around. My guess is, who ever empties the bins in lay-bys are responsible, just too lazy to upkeep the verges.
