Old man repeatedly feeding bird in the road, obstructing drivers

Reported via desktop in the Flytipping (NH) category anonymously at 14:44, Sun 21 November 2021

Sent to National Highways less than a minute later. FixMyStreet ref: 3135709.

Hello, on the slip road leading into Crabtree Close, we have repeatedly seen an old man feeding birds in the slip road causing an obstruction on the slip road for drivers exiting the 40 mph A374. Multiple times in the past week, I have seen him obstructing the traffic with the flock of gulls he is deliberately encouraging to feed in the road. He has been doing this for some time, but the number of feeding birds has grown in number such that they pose a danger to drivers. He appears to return from Sainsbury's with the food, drop it in the road before continuing on in the direction of Military Road . I have checked with Plymouth Council and it is apparently okay to feed bird, but doing so in the road and not near his own property is becoming a dangerous nuisance. Is this a matter for the police?
