Traffic lights on A174 roundabout stay on for 3 seconds only

Traffic lights from A174 heading towards Redcar stay on green for 3 to 4 seconds causing tailbacks for 2 to 3 miles every morning and night. Other traffic lights on the same roundabout stay on for far longer and don't have any tailbacks. This has been going on for months now.
