Lanes closed for emergency repairs

Sent to National Highways less than a minute later. FixMyStreet ref: 3107620.

The poor handling of the emergency repairs causing significant disruption for M25 users, the repair team have unnecessarily closed 3 out of 4 lanes on the motorway causing traffic delays of an hour or more.

Why are these repairs not anticipated and planned, don't the Highways Agency inspect and monitor such a critical route?!
