Overhead Gantries on M27

Sent to National Highways less than a minute later. FixMyStreet ref: 3083517.

Not all the variable message signs are working on the overhead gantries between Junctions 3 and 4 on the M27. In addition they also need cleaning. Plus some which are illuminated the lights aren't working.
