Persistent flooding & unsigned works in M11 underpass

This underpass has been repeatedly flooding for years now. Contractors visit occasionally to pump water out and advise that the drainage system in place needs replacing. They also seem to visit at other times. When they do visit, blocking off the underpass, this is hugely inconvenient - signage should be put in place at the entrances to this complex of paths (at the entrance onto the Roding Valley Way from Southend Road, at the entrance from Salix Lane, and at the entrance onto the River Roding Path from the recycling centre), as this is part of a popular running/walking route amongst locals. In addition, a permanent solution should be put in place to prevent flooding here.
