Near miss in all lane running 4th Oct 3.05 pm

At around 3.05 pm today during all lane running, I saw a black car pull over 2 lanes into the outer lane unaware that ahead a traffic control vehicle was stationary to protect a broken down motorist in the refuge area. The black car had no visibility of the stationary vehicle due to lorries in the second lane and had to immediately pull out of the closed lane. An accident nearly occurred due to poor driving by the black car and the fact that the gantry signs did not indicate a lane closure or issue ahead. This is the first time I have seen this section of the m4 using the all lane running, and without working gantries, it was extremely dangerous. In spite of the traffic control vehicle being a large size with a massive keep right arrow, the driver of the black car clearly did not see it. Had he pulled across slightly later he very clearly could have hit it.
