Traffic Lights - Why?

Sent to National Highways less than a minute later. FixMyStreet ref: 3012190.

There have been traffic lights causing total local chaos on this road for 4 or 5 days now, there seems to be no official reason I can find for these roadworks on your site, and when I went past this morning it was simply a coned off section of what looks like completely useable carriageway. Are you aware of this work and the massive queue it is causing in both directions on a major trunk road?
