Lack of signage

Sent to National Highways less than a minute later. FixMyStreet ref: 2950020.

Why is there no signage on a419 travelling from Cirencester indicating motorway closure between 14 and 13? Sign only appears when you have already joined at 15. Too late to alter your route. Just spent 2.5hrs in queue to leave at 14.
