Poor lighting in eastbound tunnel

Sent to National Highways less than a minute later

I know about street lighting in tunnels, but note that there are lots of lights not working at the start of the eastbound tunnel for many weeks now. The entrance lighting should be bright to show up the carriageway for traffic approaching at 70mph. I thought that the lamps here were replaced in bulk at set intervals to avoid in-service failures. If you cannot provide the proper lighting, then surely there should be a 40mph speed limit applied permanently here until the lighting fault is rectified. It is dangerous for traffic to drive at 70mph into a black hole. Please tell me what's gone wrong.
