Poor management of Health and Safety

The A38 has been closed at Wranagton in Devon, Our village has 100's of cars every minute going well in excess of the speed limit. It will be lucky if nobody is killed or peoples property damaged in Wrangaton or Bittaford! Surely the Police, Highways England or the contractor has a duty under the Health and Safety at Work Act to provide additional resources to manage this risk?
We have already had an accident on B3213 since the closure a complete lack of joined up thinking by all the bodies involved.

Thank you for contacting Highways England. concerning our works on the A38 at Wrangaton.
We’re sorry that you feel that we have not taken the health and safety of those on the diversion route into account whilst undertaking these overnight works, when vehicle flows are at their lowest.
Diversion route capability, timing of overnight works and local communities within the diversion route along with the planned works and the health and safety of the workforce on the A38 are all taken into consideration in the planning of these schemes. We were given permission from the local highways authority to use this diversion route.
We have not been made aware of any incidents on the diversion route but you you would need to make the police aware, as the enforcement agency, of your concerns with the speeding vehicles.
We will look to add additional signage, with the local highways authority’s agreement, reminding drivers of lower speed limits through villages along the diversion route, when used in the future.
