Are Highways England responsible for clearing litter on major roads? If yes, why are they not doing it?

Highways England said it was Havant Councils responsibility. I contacted them; and after 4 weeks they got back to me. They said they would clear the litter on the A27 and its slip roads hopefully within 4 weeks.
