This has been sent to Highways England. They are only responsible for 'clearing' major motorways and a few trunk roads. That leaves the rest the responsibility of local councils. This stretch of the A1 is the responsibility of Rutland Council, the boundary line is up to South Witham. North of this is then the responsibility of Lincolnshire county council. Your best bet is to report this directly to the council, however the likelihood of them arranging litter picking is highly unlikely. No one wants to take responsibility, hence why the country resembles a rubbish tip.
