Gullys bocked and lrg amounts of litter

The gullys alongside the road are blocked and the litter is out of control on the a5 bypass and the drain gullys are getting over grown from weeds which is makeing large amounts of water on the carrage ways which is a accedent waiting to happen ive had 2 blow outs in less than a yr on a brand new car due to the litter mountain up please act asap on this matter before some one gets killed ps it all of the A5 BYPASS this problem is 9 miles of it
