Dangerous flooding/freezing in cold temps

There has been constant flooding from the embankment between the A56 - M66 jct 2 southbound for some time. There has BEEN sandbags in place for over 18mths which are having no impact what so ever with the water running across the carriageway. Subsequently this morning there was a serious accident at this spot involving several vehicles and closing the motorway. The carriageway was full of slush and ice due to the freezing temperatures that froze the water. I remember rightly that drainage work was done further up on the embankment last year ! Can you advise me what this was for, as its had no detrimental effect further down the carriageway at all. I hope no-one was severely injured this morning, as the motorway was closed twice southbound this morning, making my journey as a key worker more stressful than what awaits me on a 12 hour shift ahead

The A56 and the M66 is susceptible to a lot of overland surface water from the fields to the east of the motorway, which flows down the slopes towards the motorway. Although there is drainage in place to try and intercept this water, a lot of these drainage date back to the construction of the motorway and are in need of repair or replacement. We have been carrying out a number of investigation along the A56/M66 and there are schemes programmed to address these drainage issues, one of which is in the location outlined in the email. This scheme is programmed to be undertaken this year and should address the surface water issues along this section of road.
