Faulty Sign M6 Jct 31 Southbound

This infomation sign has not worked for at least 18 months (time since I first noticed the problem). The ambar flashing lights always work but the actual message display is always blank and never displays anything. Completely dead. How nobody has checked the operation 'health' of this sign in this time is astonishing. Highways England have a duty to test and inspect these signs regularly and ensure they are working correctly. It's clear in the last 18 months this hasn't been done.

The location of this message sign is the first sign at the end of the M6 Juction 31 southbound entrance slip road.
