Unsightly graffiti on bridge support by railway footpath

Sent to National Highways less than a minute later. FixMyStreet ref: 2416669.

As seen by passing trains, much graffiti on the bridge support. It looks so very out of place in the countryside. Has been there for many years.

Its a public footpath adjacent to the railway and looks unloved/unsightly both by rail and footpath users. I did report it to East Devon Council but they say its a Highways England problem as it on their bridge
