Damaged tarmac and step at expansion joint on overbridge

There's a noticeable step in the road surface at the expansion joint at the uphill end of the overbridge and the road surface is also progressively breaking up with consequent risk of water and other debris penetrating the bridge structure.

I've previously reported this to Swindon Borough Council who haven't done anything so this time I'll try Highways England.
