Subsidence of footpath on wheelchair access ramp to footbridge

The footpath has subsided together with the pedestrian guardrail along the wheelchair access ramp to the footbridge on the north side of the A38. the pedestrian barrier is snapped. a resident of Plymouth has tripped and fallen badly injuring themselves. This is not Plymouth City Council land i.e. it's not HMPE or belonging to PCC corporate estate. please contact me so that i can report back to the resident.
