Trees on highway outgrown into my back garden and cause risk to house.

I am writing to report of tree issue. I have reported the problem last year and was told from the email that it is the responsibility of highway of Hert county not the welhat borough council. I reported to the Hert County and was assigned a case reference number as follow. The reference number is: 401002030581 Fault type: TREES AND VEGETATION (Trees and Vegetation) Location: TOMSFIELD, HATFIELD However, after a year they did not do any follow up of the tree problem. The branches of the tree from the highway are touching my roof. There are 2 to 3 feet long branches falling in my back garden. There are leaves and all droppings from the tree in my garden as well. When I followed the case with the Hert County. They told me that the government policy changed. Now the responsibility falling back to the Wel hat borough. The Hert County asked me to contact your department again for the follow up. They assigned under case ref 111001482940. Today, the Wel Hat borough emailed me it is the responsibility of Highways England and asked me to contact you. I am very frustrated. Situation now: The tree is growing towards my house. My house, my roof and 1st floor window are in risk especially if there is storm and strong wind. I have great concern about the danger and insurance the responsible department have to take in this very situation. I am a lady that I cannot handle a highway big tree problem. I would be grateful to receiving your earliest reply about the follow up of the problem. I have attached the photos of the tree which intruding into my back garden.
