Deteriorating road surface on side road leading to A66 trunk road

Highways England recently repaired a fence on a side road to the A66. This side road leads to some allotments. There was a collision between two cars resulting in serious damage to the fence. This fence prevents (hopefully) vehicles from plunging down a sleep slope. During the repair of the fence I complained about the poor state of the side road leading to the allotments (about 25 metres). The tarmac has failed leading to potholes and loose debris/chippings on the side road which , like the fence, is on a steep slope. The winter has also taken its toll on the road with added disintegration of the surface. The side road is used by both plot holders on the allotment and a local fishing club. It is becoming increasingly difficult for car tyres to grip on driving up the slope and exiting the side road. There is also a danger of an accident occurring. Cars trying to exit the side road at the top of the slope onto the A66 have to accelerate and the tyres skid due to the looseness of the surface and exit is delayed as a result. This short delay gives traffic on the A66, travelling at speed, to approach the side road at speed and could collide with a car exiting the side road. Cars therefore have to be aware of allowing extra time to exit the side road . Cars entering the side road to the allotments from the A66 have also experienced danger. Cars have to slow down to negotiate a tight angle on entering the side road. Large lorries using the busy A66 can travel at speed behind cars turning into the side road. This can cause anxiety and even panic and so some cars negotiate the side road entrance more quickly than they should. The tight angle and the poor state of the surface of the side road can lead to tyres losing grip with the cars moving towards the barrier. This can lead to damage to the vehicle and/or barrier or even lead to a vehicle going through the barrier and going down the steep slope.
